Transfer Procedures of Housing Societies in Rawalpindi and Islamabad

After buying a property, nothing seems more urgent and important than to acquire its ownership through proper transfer procedure. And believe me, this is the part people scare the most; because as always, we lack awareness. In this article, property transfer procedures for 5 major housing societies of Rawalpindi and Islamabad have been explained quite simply.

Transfer Procedure of Bahria Town

 

Documents required from the Seller

  • Original Allotment Letter or Transfer Receipt in case Allotment Letter is not issued.
  • Original CNIC
  • Two passport size photos
  • No Demand Certificate, which contains transfer fee and any outstanding dues against the property. NDC can be applied at Customer Support Center on a form by filling in details like the property registration number, area, phase number, etc. It is generally applied two days before the transfer date and is issued within 48 hours. NDC is valid for 15 days.
  • In case of a house, apartment or shop, the seller has to produce Clearance Certificate from the Bahria Town services, which shows that all utility bills are paid.

Documents required from the Buyer

  • CNIC
  • Two passport size photos
  • CNIC copy of the nominee/next of kin (to whom the property will be transferred after the death of the buyer)
  • Original Transfer Fee Deposit Slip
  • Transfer Set (prepared by the estate agent) which includes:
    • Duly filled Bahria Town Application Form for Transfer (CNIC copies of the buyer, seller and next of kin should be duly attached)
    • Affidavit by the buyer (on Stamp paper worth 100 rupees)
    • Affidavit by the seller (on Stamp paper worth 20 rupees)

A process on the day of Property Transfer

  • Both the parties appear at the Head Office
  • Deposit Transfer Fee Receipt.
  • Get a token from the c
  • On your turn, submit documents to the counter.
  • Seller will be called to the counter, will sign documents, and finally will be photographed at the spot.
  • Buyer will be called, will sign documents, and finally will be photographed.
  • Transfer Receipt can be collected in case of General Transfer.
  • The Allotment Letter can be collected within 7-10 days.

 

Transfer Procedure of DHA Islamabad-Rawalpindi

 

 

Documents required from the Seller

  • No Demand Certificate
  • Statement of Dues (duly signed)
  • Attested photocopy of Allotment Letter
  • Attested photocopy of CNIC
  • Authority Letter (in case the seller designates someone else for the transfer procedure)
  • Transfer Affidavit ((including 01 photo copy duly attested by Oath Commissioner on stamp papers of Rs.50 for Rawalpindi and Rs.20 for Islamabad)

Documents required from the Buyer

  • Attested photocopy of CNIC and next of kin
  • Undertaking to bear any additional charges, dues and taxes on stamp paper of Rs.50/- for Rawalpindi and Rs.20 for Islamabad (duly attested by Oath Commissioner)
  • Sale Agreement of a plot on a stamp paper of Rs.1200 for Rawalpindi and of Rs. 100 for Islamabad (duly attested by DHA Islamabad Rawalpindi)
  • Buyer’s Membership Application
    • 02 passport size colored photos of the buyer
    • Attested CNIC copy of the buyer, seller, next of kin and witnesses

A process on the day of Property Transfer

  • Transfer Document Set could be collected from the Finance Desk
  • After obtaining NDC, the given documents will be submitted to the Legal Desk:
    • Application Form to the Administrator (DHA-R) by the Seller
    • Original Allotment Letter & Allocation Letter
    • No Demand Certificate (NDC)
    • Request form of Statement of Dues
    • Transfer Affidavit by the seller (including 01 photo copy duly attested by Oath Commissioner on stamp papers of Rs.50 for Rawalpindi and Rs.20 for Islamabad)
    • The buyer will provide an Undertaking to bear any additional charges, dues and taxes on stamp paper of Rs.50/- for Rawalpindi and Rs.20 for Islamabad (duly attested by Oath Commissioner)
    • Sale Agreement of a plot on a stamp paper of Rs.1200 for Rawalpindi and of Rs. 100 for Islamabad (duly attested by DHA Islamabad Rawalpindi)
    • Buyer’s Membership Application
      • 02 passport size colored photos of the buyer
      • Attested CNIC copy of the buyer, seller, next of kin and witnesses
    • The Legal Desk will complete proper scrutiny of the documents and forward the case to Transfer Officer after specifying Time and Number
    • The buyer can collect the Allotment Letter on the given date

 

Transfer Procedure of Gulberg Islamabad

Documents Required from the Seller

 Original Allotment Letter or Transfer Receipt in case Allotment Letter is not issued.

  • Original CNIC (to be presented at the Head Office on the day of transfer)
  • 02 passport size photos
  • NDC (No Demand Certificate), which is usually applied and processed by the real estate agent on behalf of the seller

Documents required from the Buyer

  • Original CNIC (to be presented at the Head Office on the day of transfer)
  • 02 passport size photos
  • CNIC copy of the next of kin (to whose name the property will be transferred after the death of the buyer)
  • CNIC Copy of Nominee (Blood relative; to whom the property will be transferred after the death of the Purchaser)
  • Transfer Documents Set (generally, the estate agent prepares it), which includes the following documents:
    • Duly filled Application Form for Transfer
    • CNIC copies of Seller, Buyer and next of kin attached
    • Undertaking by the buyer (on Stamp paper of Rs. 100)
    • Affidavit -by the seller (on Stamp paper of Rs. 20)
    • original Transfer Fee Deposit Slip

A process on the day of Property Transfer

  • Both the parties appear at the Transfer Office
  • Present all the documents to Transfer Officer.
  • Seller and Purchaser sign the documents.
  • Seller and Purchaser are photographed, and biometric impressions/endorsements of both the parties are taken.
  • Transfer Receipt can be collected in case of General Transfer.
  • The Allotment Letter can be collected within 7-10 days.

Documents required from the Seller

The following documents are to be submitted to Directorate of Estate Projects:

  • NOC from transfer of plot from Directorate of Estate Projects
  • Application for transfer of plot
  • Attested photocopy of CNIC
  • Affidavit on stamp paper of Rs. 50 (attested by Notary Public)
  • Pay order for all outstanding dues (if any) in the favor of Directorate of Estate Projects, AHQ Islamabad
  • Original Allotment Letter (to be returned to Directorate of Estate Projects)
  • Withholding Tax, in case the plot is being transferred within three years.

Documents required from the Buyer

  • Membership Form of the housing scheme (duly attested by Notary Public)
  • Attested photocopy of the CNIC
  • Attested photocopy of CNIC of next of kin and 02 witnesses
  • Affidavit on stamp paper of Rs.50 (attested by Notary Public)
  • One passport size photo
  • Pay Order for Transfer/Membership Fee in favor of Directorate of Estate Projects, AHQ Islamabad
  • Sale agreement between seller and buyer on stamp paper of Rs.1200
  • 5% Stamp duty along with E-stamp papers levied by Punjab Government

Process on the day of Property Transfer

  • Seller and Buyer submit the given documents to Directorate of Estate Projects, which gives the parties time and date for the Transfer process
  • On the day of Transfer, both seller and buyer have to be physically present, as no exception is made in whatsoever case
  • The Transfer Procedure can take place in the Directorate of Estate Projects or any designated/regional office
  • Seller and Buyer sign the documents
  • A date for the issuance of Allotment Letter is given
  • The Buyer collects the Allotment Letter on the specified date

Documents required from the Seller

 Statement of Dues (SOD) and No Demand Certificate (NDC)

  • Original Membership letter, Allotment Certificate, the Allotment letter or Transfer letter
  • Copy of computerized National Identity Card
  • Affidavit
  • General Power of Attorney (GPA) & Special Power of Attorney (SPA)

Documents required from the Buyer

  • Copy of Computerized National Identity Card of the Buyer and Next of Kin.
  • Deposit slips of the Membership fee, Transfer fee
  • Membership / Associate membership form of the buyer
  • 02 passport size photographs
  • Undertaking
  • General Power of Attorney (GPA) & Special Power of Attorney (SPA)

A process on the day of Property Transfer

  • Get “No Demand Certificate”
  • Transfer documents along with all paid slips will be brought to the Transfer Officer for getting Transfer appointment.
  • Transfer appointment will be given.
  • Both Seller and Purchaser must ensure their presence at the transfer branch for the transfer process.
  • Buyer has to bring original Computerized National Identity Card on the given date to collect Transfer Letter.
