For that, the government has introduced the Naya Pakistan Housing Scheme. In this regard, housing has been started in the following regions:

  • Punjab
  • Sindh
  • Balochistan
  • Gilgit Baltistan
  • Azad Kashmir

Background of Naya Pakistan Housing Scheme

To cater to the increasing demand for low-cost and affordable housing, the government has formed a housing task force. The task force has some of the most experienced people in the housing industry in Pakistan including development professionals, builders and architects. 

The task force also includes affordable housing and slums regeneration experts and 21 experts in the housing and housing finance sector.

Primary Objective of the Project

The primary objective of the Housing Task Force (HTF) is the establishment of a full-fledged housing authority under the name of Naya Pakistan Housing Authority.

This Authority will be an independent, autonomous body, aided by an independent Board of Directors, under the supervision of the Prime Minister of Pakistan, Mr Imran Khan.

The Vision of Naya Pakistan Housing Scheme

The vision of the Naya Pakistan Housing Scheme is to address the housing shortage in Pakistan. For that, the authorities will make sure to make available all the factors that are needed to make affordable housing a reality in Pakistan.

Naya Pakistan Housing Scheme Eligibility Criteria

  • Applicants should be residents of the respective province. Residents of the concerned district will be given priority.
  • No house or plot registration against the name of the applicant.
  • Applicant must live in the house furthermore, is bound not to sell the house for 05 years.
  • Applicants can apply through a government quota reserved for government/police/army officials (injured or martyred during duty) or through a disabled quota reserved for the general public.

SBP Regulations For Builders Finance

If you are a builder and want to work with the Naya Pakistan Housing Authority, then you need to have a look at the following terms and conditions.

Eligibility Criteria

  • Builder/Developer/team should possess a valid builder/developer license from the building control Authority, where applicable
  • Builder/Developer must have at least 3 years experience with a good track record
  • There should be a clear and marketable title to the land, free of encumbrances, charges and liens on which the project will be built in case it is offered as equity of the builders/sponsors

 

Copies of documents required to be submitted with the application

  • Registration certificate of the firm/company
  • Memorandum and Articles of Association/Partnership Deed/Business Charter (in case of Sole Proprietorship)
  • List of the technical staff
  • Pakistan Engineering Council certificate and experience certificates
  • List of recently completed projects (if any), along with copies of Completion Certificates submitted to concerned authorities
  • Any other document(s) required by the bank/DFI

Documents Relating to Financial Standing

Banks/DFIs may obtain the following documents from Builders/Developers:

  • Three years’ financial statements duly audited by a practising Chartered Accountant or Cost and Management Accountant in cases where the exposure of a bank/DFIs does not exceed Rs.100  million, for analysis and record. Get to know banks providing home loans in Pakistan.

Housing Policy

  • In case the financing amount exceeds Rs.100 million then the latest financial statements shall be audited by SBP approved panel of auditors in the following manner:

  • Income Tax Assessment Order/Acknowledged copy of Income Tax Returns submitted by the firm/company for the last three years. Also, the property tax does not cover your house alone. The property includes all kinds of tangible assets that you own including any plot in your name, house, office building, farm, etc.
  • Bankers’ confidential reports on the financial credibility of the firm/company and its directors/sponsors

Following are the housing policies for each province.

Punjab

Housing Minister, Mian Mahmood Ur Rasheed has launched Low-Cost Housing Projects in eight cities. Projects have been announced in cities including Okara, Lodhran, Bahawalnagar, Faisalabad, Sialkot, Chistian, Chiniot and Jhelum

KPK

The land identification process has been initiated along with a review of its acquisition process for the housing program

Sindh

The housing scheme is in progress in the Sindh province.

Baluchistan and Gilgit/Baltistan

The provincial setup for NPHP is yet to be established. A few housing projects have however been announced by FGEHF.

Federal Territory

FEGHF has launched a housing project in Islamabad for Govt employees.  In compliance with the decision of the Prime Minister Federal Government Employees Housing Foundation launched EOI from private parties under JV Policy duly approved by Federal Government on 12-10-2018 to provide housing facilities to around 150,000 Federal Government Employees already registered with FGEHF.
