The civic agency announced action against such housing schemes, including sealing the offices to discourage the establishment of illegal housing societies.

Prior to this, the federal capital was divided into five zones under ICT Zoning Regulations 1992, under which the housing schemes were permitted to plan and develop in sector E-11 of Zone-I, Zone II and Zone V.

The authority later amended the law in 2010, and included Zone-IV, further splitting it into sub-zones, allowing the establishment of various housing schemes.

Currently, two directorates of CDA are responsible for regulating the planning and development of private housing schemes in Islamabad – the Housing Department regulates Zone-II and Zone-V, and the Regional Planning Directorate regulates Zone-IV.
