CDA for forensic audit of certificates issued for land acquisition

ISLAMABAD: The Capital Development Authority (CDA) has requested the Auditor General of Pakistan (AGP) to undertake a forensic audit of Eligibility Certificates (ECs) for land acquisition issued from 1960 to 1986.

The ECs were issued under the Islamabad Oustees Scheme for the acquisition of land in the federal capital. These were allotted to individuals for the purpose of allotting land in Punjab colony districts as an alternative to the land they had acquired in Islamabad for settlement. 

The CDA has prohibited the allocation of new residential plots and agro farms in new cases. This ban will remain in effect until the results of the forensic audit are disclosed, and confirmation and cross-verification have been obtained from eight colony districts in Punjab.

A letter was written to the Auditor General of Pakistan stating, “It is incumbent that forensic audit of the Islamabad Oustees Scheme and issuance of ECs from 1960 to 1986 and attempts to claim double benefits or double allotment is the place of ECs is conducted”. 

It has been observed that agricultural land in colony districts of Punjab has been left unused or unallocated for some time now. 

In such cases, individuals who were awarded Eligibility Certificates (ECs) have surrendered them, and the CDA has cancelled them based on clause 7 (2) of the Islamabad Displaced Persons Rehabilitation Policy 1996. 

The CDA then proceeds to provide rehabilitation benefits to these individuals, including the allotment of residential plots and agro farms in Islamabad.
